Today the use of immigration detention as a migration management tool is on the rise in a large number of countries and represents a growing challenge. This is so despite the fact that immigration detention is only permissible where it is necessary, reasonable and proportionate to a legitimate purpose. This manual is designed to provide a practical tool for building and strengthening monitoring of conditions in places of immigration detention.

Amnesty International, Living in the Shadows: A Primer on the Human Rights of Migrants, AI Index: POL 33/006/2006

This publication presents an overview of the rights of migrants. It outlines how government policies and practices should protect the human rights of migrants at all stages in the cycle of migration. It highlights some of the human rights violations that many migrants face and sets out an agenda for campaigning for migrants’ rights. It makes the case that migrants’ rights are human rights, and governments, communities, employers and individuals should do more to uphold and protect them.

European Council on Refugees and Exiles (ECRE), The Way Forward: Europe’s Role in the Global Refugee Protection System - Guarding Refugee Protection Standards in Regions of Origin, December 2005

The development of this paper on the protection standards of refugees in regions of origin is part of ECRE’s development of a series of proposals entitled ‘The Way Forward - Europe’s Role in the Global Refugee Protection System’, designed to provide constructive recommendations on a number of topical refugee policy issues and contribute to positively influencing the European debate. The other proposals address the issues of developing European resettlement activities, creating fairer and more efficient asylum systems in Europe, improving solutions for refugees through integration, and the return of asylum seekers whose applications have been rejected.
